Residents can call 311 to make an in-person enrollment appointment in their neighborhood, or schedule an appointment through the city's 311 mobile app, officials said. Neighborhood enrollment events can be located through GCAConnector.org.
The White House in November launched an enrollment challenge for 20 cities. Philadelphia was in third place, behind Milwaukee and Detroit, officials said last week.
