Kenney: City attorney's involvement in anti-Trump graffiti 'a dumb mistake'

A city attorney involved in an anti-Donald Trump vandalism incident that was caught on camera made a "dumb mistake" and remains in his job for now, Mayor Kenney said Thursday.

Duncan Lloyd, an assistant city solicitor, was identified in surveillance footage that captured him and another man walking along Germantown Avenue in Chestnut Hill shortly after midnight Nov. 25.

In the footage, Lloyd is wearing a blue blazer and holding a glass of wine, taking photos or video, while the other man spray-paints "F- Trump" on the wall of a Fresh Grocer store.

On Thursday, police said no arrests had been made in the incident.

"It's certainly hateful and inappropriate and unacceptable," Kenney said of the incident "But people are human beings and they make mistakes, and it's a dumb mistake. I don't know what else to say about it. It's hateful graffiti, hateful graffiti is never acceptable whether it's a city employee or not."

Kenney did not say whether Lloyd's employment status would change if he was charged with a crime.

"I don't want to speculate, but we'll see what happens," Kenney said. "He's apparently cooperating with police, so we'll figure it out."

Lloyd, 32, has not returned calls for comment.

He works in the labor and employment unit, representing the city mostly in federal and state discrimination lawsuits.

The second man seen on the video has not been identified by police. He is described as 20 to 30 years old, 6 feet tall, medium build, and wearing a blue-hooded jacket.

Police have estimated the damage at $3,000 to $10,000.
