Cops: High-risk sex offender caught in act

State Police in Delaware say an officer checking on what appeared to be a suspicious vehicle caught a high-risk, registered sex offender naked with a 16-year-old male.

State Police in Delaware say an officer checking on what appeared to be a suspicious vehicle caught a high-risk, registered sex offender naked with a 16-year-old male.

Frank T. Wallace, 49, of Camden-Wyoming, Del., was charged with rape in the incident.

According to police, the following occurred:

A trooper spotted a suspicious vehicle parked at the Port Mahon Boat Ramp near Little Creek, Del., around 9:50 p.m. Tuesday.  After he approached the vehicle, the trooper spotted a naked male and a second without a shirt.

Wallace was one of two people in the vehicle. Wallace was classified as a Tier III sex offender after being convicted in March of 2004 for sexually exploiting a child, dealing in child pornography and soliciting sex with a child.

Police said Wallace had met the other person in the vehicle - a 16-year-old male - on a dating website in September.  The two had been involved in a sexual relationship for approximately one month and had sexual encounters seven times since.

Wallace was charged with seven counts of rape. He was arraigned and held on $140,000 cash bail and ordered not to have contact with anyone under the age of 18.

The 16 year old was turned over to the custody of his parents.  He was not charged with a crime.
