Mom, daughter, son accused of Medicaid fraud

Vernon Brown, 26, and sister Kashonda Brown-Lisby, 23, are accused of conspiring with their disabled mother, Charmaine Boston, 41, to bill Medicaid for home care services they never provided.

Two Philadelphia siblings are accused of conspiring with their disabled mother to defraud Medicaid out of $35,000 between January 2010 and May 2013.

Vernon Brown, 26, and sister Kashonda Brown-Lisby, 23, billed Medicaid for services they never provided while working as home health aides for their mother, 41-year-old Charmaine Boston, the Pennsylvania Attorney General's Office announced in a news release.

Boston was also party to the scheme, prosecutors said. She allegedly submitted claims to the Medicaid program for reimbursement during times when Brown was incarcerated.

Brown and Brown-Lisby are also accused of billing for services on several occasions when they were working shifts for other employers, or when Boston was hospitalized.

Each time, Boston allegedly signed the fraudulent time sheets.

All three suspects are charged with one continuous count each of Medicaid fraud, theft by deception, conspiracy to commit theft by deception, and receiving stolen property.

Boston is also facing two counts of forgery, while Brown-Lisby is charged with two counts of conspiracy to commit forgery.
