Philadelphia man charged in $1 million insurance scam

Capping a two-year investigation, District Attorney Lynne Abraham announced the arrest of Wallace "Pops" Morris, 42, whom she described as "the mastermind" in an alleged conspiracy to defraud 10 insurance companies of more than $1 million in phony claims stemming from staged automobile accidents.

Morris, of the 5700 block of Hatfield St., awaits arraignment on more than 400 counts of fraud, perjury, theft by deception, bribery, filing false reports to law enforcement and related charges in connection with 187 false claims filed by "his friends, family members and assorted hangers on," Abraham said. The felony charges he faces carry penalties of up to 20 years in prison for each count.

The hoax began to unravel in January with the arrest of 28-year-old Philadelphia Police Officer Deshane Riggins on charges that he prepared fictitious accident reports which were used by others in insurance scams, Abraham said.
