Richie McKeithen, Mayor Nutter's nominee to be Philadelphia's new chief assessment officer, appeared headed toward approval from City Council by Thursday. McKeithen made his Council debut Tuesday and, after a few minutes of testimony, received a unanimous vote from the body's Committee of the Whole.

He would be responsible for overseeing city efforts to accurately assess properties. His nomination follows voters' May 18 decision to overhaul the Board of Revision of Taxes, the subject of an Inquirer series that exposed patronage and questionable assessments.

McKeithen, who is director of the Washington, D.C., Office of Real Property Tax Administration, is scheduled for a full Council vote Thursday.    - Miriam Hill
