A 33-year-old man was struck and killed by a car this morning on the Roosevelt Boulevard in Northeast Philadelphia

Police said Joshua Hess stepped into traffic on the inner northbound lanes near Welsh Road in Bustleton about 5:25 a.m. in a heavy downpour and was hit by a 2004 Buick.

The motorist remained at the scene and was not charged, police said.

Hess, of the 6400 block of Edmund Street in Tacony, was taken to Aria Health's Torresdale hospital, where he was pronounced dead at 6:18 a.m.

Police closed the northbound inner lanes of the boulevard between Woodward and Goodnaw Streets for about two hours for the investigation.
