Police ID Virginia man fatally shot by officer in South Philly

Police on Tuesday identified the 31-year-old Virginia man fatally shot by an off-duty officer early after he allegedly drove a car into a pedestrian in South Philadelphia and then attacked the officer.

Khalil Lawal, of the 1000 block of South Frederick Street in Arlington, Va., was shot early Monday morning by the officer in the face, torso, and legs, police said. Lawal was taken to Penn Presbyterian Medical Center, where he was pronounced dead at 10:15 a.m.

At a news conference late Monday afternoon, Police Commissioner Richard Ross said he had reviewed surveillance video of the shooting and had "some concerns" about "whether all the shots were necessary."

Police earlier in the day said the officer, whose name was not released, had fired at least 10 shots.

Lawal allegedly was driving a 2012 Honda Accord south on Broad Street just after 7:30 a.m. when the vehicle turned left onto Bigler Street and hit a man exiting a parked car. Ross said that Lawal's action appeared to be intentional.

The Honda continued east on Bigler, then turned back toward the intersection. There, a truck blocked the Honda's path and the driver of the truck got out and attempted to detain Lawal. The off-duty officer was driving a 2016 Dodge pickup west on Bigler approaching Broad when he saw Lawal running after the other truck driver.

The officer exited his vehicle, drew his firearm, identified himself as police and ordered Lawal to the ground, police said. Lawal allegedly then began assaulting the officer, who responded by firing his service weapon.

The man struck by the Honda was treated and released at the Hospital of the University of Pennsylvania for minor injuries. The officer was treated and released at Methodist Hospital for minor injuries. He will be assigned to administrative duties while the shooting is investigated by Internal Affairs.
