SPCA confiscates 5 horses in city

The Pennsylvania SPCA said it confiscated five horses yesterday from two makeshift stables in North Philadelphia. George Bengal, the group's director of law enforcement, said the occupant of a house on Fletcher Street near 26th Street was given three citations at $750 each for cruelty to animals.

The horses, two of which were badly undernourished, were taken to SPCA facilities on Erie Avenue, Bengal said. They eventually will be put up for adoption.
