Bensalem victim, driver identified

The pedestrian who was struck and killed Monday night by a Bensalem civilian service officer has been identified as Joseph S. Scoggins, 45, of Bensalem. Officials also identified the on-duty employee driving the township-owned vehicle as Christopher Pettine, 30.

Witnesses saw no indication that Pettine was speeding or driving recklessly when Scoggins stepped into the path of his vehicle on eastbound Street Road near Hulmeville Road about 8:30 p.m., said Christopher McAteer, chief of Bucks County detectives.

Detectives and an accident-reconstruction expert are continuing to investigate, McAteer said. Pettine, whose job entails working in the radio room, processing prisoners, and enforcing parking violations, was returning to the township police station at the time of the accident. - Larry King
