William Gonzalez told the Pittsburgh Tribune-Review he heard Casey Kessler crying when he went in and out of the apartment building in Millvale but didn't think much of it at the time.
Gonzalez said he felt horrible.
Police said the dead woman's brother found the bodies early Friday morning when he went to check on his sister, 22-year-old Sara Kessler.
Assistant Allegheny County Police Superintendent James Morton said Kessler may have died a week or two earlier. She was found on her bed; her son was in the living room.
There was no sign of foul play.
Autopsies were planned for Saturday.
