Low cloud cover also delayed flights to the New York metropolitan area's three major airports and Dulles Airport in Washington.
The delayed arrivals are in turn causing departure delays.
As of 2 p.m., 218 flights to or from Philadelphia have been delayed, according to FlightAware.com. Another 99 flights were canceled.
