Police are seeking help in finding a carriage-horse driver who was last seen near Independence Hall on Saturday, Oct. 2. April Torres, 39, of South Philadelphia, was wearing a white sweater, black pants, and a gold chain when she disappeared, police said. She is 5-foot-3, weighs 140 pounds, and has brown eyes and long, wavy brown hair. Torres disappeared alone and was not driving a carriage at the time, police said.
