One suspect, Kareem A. Taylor, 39, held police and federal agents at bay for about four hours before surrendering.

The FBI, Drug Enforcement Agency and Atlantic County authorities were involved in the raids before dawn. Authorities said the network sold heroin and cocaine.

Besides Taylor, they include Toye Tutis, Ivan Cuellar Naranjo, Francisco Alberto Rascon-Muracami, Phillip Horton, Tozine Tiller, Talib Tiller, Kabaka Atiba, Ronald Douglas Byrd, John Wellman, and Jazmin Vega.
