Man killed by FBI agent had a drug record

The man shot dead by an FBI agent when a drug sting went awry had a record for narcotics convictions, court records show.

Jason Kopp, 20, of Glenside, also was the subject of an arrest warrant issued in December.

An FBI agent shot Kopp on a Port Richmond street Thursday when he appeared to be reaching for his pocket after refusing an order to freeze and show his hands, police said.

An FBI team arrived in the city yesterday to investigate the shooting.

Neither the FBI nor the police would say if Kopp had a gun on him, but one official has said a weapon was found near a car from which Kopp had fled and about 40 feet from where he fell fatally wounded.

Police said Kopp was one of three men who were beating an undercover operative in a car during a joint police-FBI operation aimed at buying drugs and guns.

FBI agents rushed the car to rescue the operative and the three suspects bolted, police said.

The other two were caught without incident and were expected to be charged.

An autopsy determined that Kopp died of a gunshot wound to the chest.

Court records show that Kopp was arrested in Philadelphia on Dec. 31, 2005, on charges of possessing drugs with intent to deliver. After posting $2,500 bail, he was arrested again three days later in the city on charges of possessing narcotics.

Both cases were combined, and Kopp pleaded guilty on June 15 to possessing controlled substances with the intent to manufacture or deliver narcotics and with knowingly possessing controlled substances. He was sentenced to six to 23 months in jail and one year on probation.

On Dec. 6, a warrant was issued for Kopp's arrest in relation to both cases, but the court dockets do not specify the reason.

Efforts to locate Kopp's family were unsuccessful.
