Up to $100,000 will be paid for information leading to his arrest, the FBI said.
Described by Philadelphia police as a baby-faced Honduran drifter, Flores is charged with the 2000 abduction and strangulation death of 5-year-old Iriana DeJesus in Hunting Park.
Detectives submitted DNA evidence from the crime scene to a national database and were notified March 22 that it matched a sample collected after Flores' late-2004 arrest in Phoenix on a forgery charge. Arizona law requires taking DNA samples in felony crimes.
Flores, in this country illegally, was deported to Honduras after that arrest. Police believe he may have returned. The FBI bulletin describes Flores as Hispanic, 5 feet 4 inches tall, weighing 130 to 140 pounds; he has brown eyes and black hair. He has two known aliases: Mario Roberto Flores and Alex Contreras.
