For getting people — including dog people — together, meetup.com is leader of the pack. Start with either largedog.meetup.com or toydog.meetup.com and check the map to see how close meet-ups are. If necessary, check the "Related Topics" beneath the map for meet-ups around specific dog breeds or activities.
There is an active "dog" community (literally — many dogs "tweeting" as themselves) on Twitter. The quickest way to find dog-oriented Tweeters is to search #woofwednesday. Use the tag #philly to find those who have indicated the same in their tweets or their description.
Once in Facebook, search "dog" and "philly" or "philadelphia" and click on the "Groups" tab to find organizations you can join (or request info from) such as the "South Philadelphia Association of Dog Owners" or "Manayunk Dog Park at Pretzel Park."
