David R. Baldwin, 83, of Jenkintown, a retired Temple University associate vice president and a former state and federal administrator, died Monday of intestinal problems at Abington Memorial Hospital.

David R. Baldwin, 83, of Jenkintown, a retired Temple University associate vice president and a former state and federal administrator, died Monday of intestinal problems at Abington Memorial Hospital.
Mr. Baldwin was associate vice president of financial affairs at Temple from 1972 until his retirement in 1985. Previously he had been vice president of financial affairs at Wayne State University in Detroit.
He was assistant secretary for administration in the Commerce Department from 1965 to 1969. From 1959 to 1965, he served in Pennsylvania state government as secretary of the budget, deputy secretary of administration in the governor's cabinet, and assistant to the treasurer.
A native of Milford, Conn., Mr. Baldwin served in the Navy during World War II aboard a patrol craft in the South Pacific.
After his discharge, he earned a bachelor's degree from the University of Connecticut and a master's degree in public administration from Wayne State. In the 1950s, he was an administrator in Fayette County, Pa.
Since 1948, Mr. Baldwin had been married to his college sweetheart, Dorothy Sonstrom Baldwin. They often traveled by train across the United States and Canada. He was a member of the National Railroad Association.
In addition to his wife, he is survived by sons Dwight, Brian, and James; a brother; and six grandsons.
A memorial service will be at 10:30 a.m. today at Grace Presbyterian Church, where he was an elder, 444 Old York Rd., Jenkintown. Friends may call at 9:30 a.m. Burial will be in Milford.
