Richard E. Schultz, 79, of Worcester, a health-care administrator and educator, died of renal cell carcinoma Monday at his home.

Dr. Schultz graduated from Roxborough High School in 1946. He then enlisted in the Air Force and was stationed in occupied Japan.

After his discharge, he earned a bachelor's degree from Pennsylvania State University and a master's degree and a doctorate in education from Temple University.

From 1957 until 1970, Dr. Schultz was director of administration at the Eastern Pennsylvania Psychiatric Institute in Philadelphia. He also taught health administration courses at Temple and at Women's Medical College.

In the 1960s, he was founding director of Intercommunity Action Inc. (Interac) in Philadelphia, a nonprofit community corporation that provides mental-health programs in Manayunk, Roxborough and East Falls. He became a full-time Temple faculty member in 1976. While at Temple, he was a consultant to the Department of Mental Hygiene for the State of New York and was active with the Association of Mental Health Administrators.

For five years in the 1980s, Dr. Schultz assisted with the closing of Philadelphia State Hospital (Byberry) and Embreeville State Hospital near West Chester. In 1980 he returned to Temple, where he was a professor in the Graduate Health Care Management Program and the Center for Health Care Financing. He was also an examiner for state police cadets, corrections officers and other civil service personnel. He retired in 1991.

Dr. Schultz enjoyed being a mentor to his students and health-care administrators, said his wife, Shirley March Schultz. They met in Lower Providence Presbyterian Church and married in 1984.

In addition to his wife, Dr. Schultz is survived by a stepson, David R. March; a son, Rex; a daughter, Pamela; a sister; and a granddaughter.

A memorial service will be held at 7 p.m. today at Wentz's United Church of Christ, 3246 Skippack Pike, Worcester.
