Joseph S. Ziccardi, 77, a Pennsylvania assistant attorney general from 1962 to 1969 and a former law partner of Philadelphia City Councilman and U.S. Rep. Thomas Foglietta, died Wednesday, March 14, of heart failure at his home in Ardmore.

Mr. Ziccardi was a partner in the firm Foglietta, Koss & Ziccardi. He set up a private practice in Philadelphia after Foglietta went to Washington and later became ambassador to Italy. Foglietta died in 2004.
As a former Army Reserve officer, Mr. Ziccardi in 1995 was named to his first two-year term as an unpaid civilian aide to the secretary of the Army for Pennsylvania. Such aides provide the public with information about Army policies affecting their regions, a newspaper report stated.
Mr. Ziccardi's wife, Dolores, said he retired as a civilian aide in 2011.
Born in South Philadelphia, Mr. Ziccardi graduated from what is now SS. John Neumann and Maria Goretti Catholic High School in 1951. He earned a bachelor's degree in political science and economics in 1955 and a law degree in 1958, both at Temple University.
After joining the Foglietta firm in 1958, Mr. Ziccardi served in the Army from 1959 to 1962, when he was commissioned as a reserve officer in the Judge Advocate General's Corps.
In 1968, he was named staff judge advocate for the 79th Army Reserve Command in Upper Darby. He retired from the reserves as a colonel in 1989.
At age 35 in 1970, he was the unsuccessful Republican candidate to unseat U.S. Rep. William A. Barrett, the Democrat who represented portions of South and West Philadelphia.
He was a member of the board of directors for the Korean War Memorial Association of Philadelphia and a member of the Pennsylvania chapter of the Association of the United States Army Executive Council, among others.
Besides his wife of 49 years, Mr. Ziccardi is survived by sons Joseph S. Jr. and Charles; a daughter, Michele Ziccardi; a sister; and two grandchildren.
A viewing was set from 7 to 9 p.m. Tuesday, March 20, at D'Anjolell Memorial Home, 2811 West Chester Pike, Broomall, before a Funeral Mass at 10 a.m. Wednesday, March 21, at Presentation B.V.M. Church, 240 Haverford Rd., Wynnewood.
