The Texans never have had a winning record, and Carr often was the scapegoat. He completed 60 percent of his passes, but also threw 65 interceptions and was sacked 249 times in five seasons.
Houston hoped Carr would flourish under new coach Gary Kubiak last season, but the Texans went 6-10. The Texans released Carr a day after signing West Chester East grad Matt Schaub. Carr still had two years left on a contract that was to pay him $11.5 million for those seasons.
Williams, formerly Domanick Davis, is Houston's career rushing leader with 3,195 yards. He spent all of last season on injured reserve with a knee injury.
The Texans also re-signed former Heisman Trophy winner Ron Dayne, a graduate of Overbrook High in Camden County.
Falcons. Having traded Schaub, Atlanta signed fifth-year veteran quarterback Chris Redman, who played for new Falcons coach Bobby Petrino at Louisville.
Jets. New York signed free-agent quarterback Marques Tuiasosopo, who spent his first six seasons with Oakland.
Seahawks. Seattle re-signed Bobby Engram to a multiyear contract. The 34-year-old former Penn State star will be in his seventh season in Seattle. Terms were not immediately available.
President of football operations Tim Ruskell also said the Seahawks expected Pro Bowl quarterback Matt Hasselback to be throwing again by June, following surgery in January to repair torn labrum cartilage in his left (non-throwing) shoulder.
Dolphins. When minicamps start next month, Miami expects quarterback Daunte Culpepper to be ready to go.
Miami, which has had a revolving door at quarterback since Dan Marino retired, might also be considering Carr or Trent Green, both recently released.
Cardinals. Arizona signed fullback Terrelle Smith and defensive lineman Chris Cooper to two-year contracts.
Terms were not released.
Smith has played seven seasons in the NFL and appeared in all 16 games last season for Cleveland.
Cooper was released by Seattle, signed with Arizona in September, and appeared in 13 games. He was drafted by Oakland in 2001.
Cowboys. Michael Irvin and his wife, Sandi, drove to Valley Ranch earlier this week to ask "a special favor" of Cowboys owner Jerry Jones.
"Would you . . ." an emotional Irvin stammered, "could you . . . be my Hall of Fame presenter?"
"I was taken aback," Jones said. "When I could get the words out, I finally told him, 'I would be honored.' "
Also, the Cowboys signed former Seattle safety Ken Hamlin to undisclosed terms.
Noteworthy. Former Pittsburgh Steelers coach Bill Cowher, speaking to high school coaches at a clinic at the University of Tennessee, said he would not take "any" coaching jobs in the next two years.
Cowher, who turns 50 in May, said he wanted to spend more time with his youngest daughter, who is a sophomore in high school, and his wife at their home in Raleigh, N.C. His other two daughters are in college.
Other than that, he said he didn't have "a set plan."
