Austin Tilghman hit a three-pointer from the right wing with eight seconds left in regulation to give Carroll (6-1) a 58-56 lead.
Oak Hill's Caleb Martin made two free throws with three seconds left to force OT.
Tilghman scored 18 points and Derrick Jones had 19 before fouling out in OT.
Oak Hill is 13-1.
