Baseball Notes: Orioles reliever surrenders

The Dominican pitcher is suspected of killing a 25-year-old man and wounding his 17-year-old brother in the northeast town of Luperon.

Police initially said a murder charge would be filed against Simon, but Public Prosecutor Victor Mueses said that accounts and evidence support an involuntary manslaughter charge instead.

"There was a dispute between two women and he tried to dissolve it, fired a shot that ended up wounding a young person in the arm, and that same bullet lodged in the chest of the deceased," Mueses said.

Simon, 29, could face up to two years in prison if found guilty. He had 17 saves with a 4.93 ERA last season.

Yanks lock up Feliciano. Lefthander Pedro Feliciano and the Yankees have finalized an $8 million, two-year contract. Feliciano, 34, moves across town from the Mets, where he set a big-league record with 266 relief appearances over the last three seasons. He is 22-19 with a 3.31 ERA in eight major-league seasons.

Rangers reload. Brandon Webb and lefthanded reliever Arthur Rhodes have joined the Texas Rangers pitching staff. Webb, the 2006 Cy Young winner with Arizona, hasn't pitched since 2009 because of shoulder surgery. He went 22-7 with a 3.30 ERA in 2008 for the Diamondbacks. Rhodes, 41, appeared in 69 games for Cincinnati last season. He had a 2.29 ERA.

Seven years for CarGo? The publicist for Carlos Gonzalez says an $80 million, seven-year contract for the Colorado Rockies outfielder is "practically finalized." The Rockies had not confirmed the deal, which was first reported by the Denver Post. Gonzalez won the 2010 NL batting title with a .336 average and also hit 34 homers.

Hawpe a Padre. The San Diego Padres have finalized a $3 million, one-year deal with Brad Hawpe. Hawpe will switch from outfield to first base and will replace Adrian Gonzalez, who was traded to the Red Sox. He was released by Colorado in August and signed by Tampa Bay.
