Francis has 2 years left on a contract worth a little more than $34 million. He has an option to become a free agent after next season, but the Knicks are expected to buy him out and make him a free agent.
Randolph averaged 23.6 points and 10.1 rebounds last season but became expendable when the Trail Blazers selected 7-foot center Greg Oden with the No. 1 pick of last night's draft.

* Another attempt by the Minnesota Timberwolves to trade Kevin Garnett apparently fell through.
Sources told ESPN.com that Minnesota, Charlotte and Phoenix discussed a three-way deal that would have sent the Timberwolves' 6-11 forward to the Suns.
The report said the Wolves wanted the Bobcats' No. 8 pick in the draft and an undisclosed player. Garnett would go to Phoenix, and the Suns would send center Amare Stoudemire and Marcus Banks to Charlotte.
The deal did not materialize and the Bobcats took North Carolina's Brandan Wright at No. 8
* The Dallas Mavericks hired former NBA head coach Paul Westphal to be an assistant under Avery Johnson.
Westphal, out of the league since being fired as Seattle's coach 15 games into the 2000-01 season, went 267-159 with Phoenix (1992-95) and Seattle (1998-2000).
Johnson still has one more vacancy to fill on his staff. Longtime assistant Del Harris has moved into a consultant's role for the Mavericks, and Sam Vincent was hired as Charlotte Bobcats head coach. *
