Philadelphia distributes absentee ballot applications in food boxes

Philadelphia is distributing 100,000 absentee ballot applications and fliers in food boxes to be distributed by the city, school district, and non-profit groups. The goal is to reach low-income voters who otherwise might not know about vote-by-mail, risking either not voting or voting in person.
