Children’s Hospital of Philadelphia wants to build a block-long, 1,005-unit parking garage in South Philadelphia’s Grays Ferry neighborhood. Critics — and there are a lot of them — say the plan is an insult. The project at 3000 Grays Ferry Ave. would allow CHOP workers to more easily drive to work. Although it is not within walking distance to the hospital complex, the children’s hospital will run a shuttle service from the garage. One reason CHOP zeroed in on this site is that its CMX-3 zoning allows garages to be built “by right,” which means the hospital won’t have to go through a long approval process. But even though community groups and other critics have little leverage to push back on the project, that hasn’t stopped them from criticizing it.
