Philly's new police commissioner is already making changes

Danielle Outlaw is the first black woman to lead the 6,500-member Philadelphia Police Department. In one of her first official actions as top cop, Outlaw changed the rule to allow for painted nails. At one of her first interviews since starting the job, she discussed the thoughts behind the decision.
