Former Vince Fumo loyalist Howie Cain has officially flipped on his old pal, according to federal prosecutors. He's expected to testify against the once all-powerful State Senator in the fall. Cain didn't want to talk about the case, but he did describe himself to the DN as the quiet but effective "fat guy standing in the corner."

In other news, Mayor Nutter plainly plans to turn the city Redevelopment Authority - most recently the playpen of union leader John Dougherty - upside down. He's appointed himself and senior policy advisor Wendell Pritchett to the RDA board, and intends to install confidant Terry Gillen as executive director.

The mayor's public schedule is clear today. Fridays seem to be emerging as the one day of the week where Nutter's schedule isn't completely crammed with public appearances.
