Peter J. Calvo has been promoted to president of Horizons Youth Services, which contracts with the U.S. Department of Labor to operate four Job Corps centers. Calvo, who is based in the organization's Glassboro office, had been vice president of operations.

Randy Swearer has been named provost at Philadelphia University, starting July 20. Swearer had been dean at Parsons The New School for Design and faculty member at the University of Texas at Austin.

Gregory Arnold has joined RCH Cable, Moorestown, as vice president, strategic planning. He had been senior vice president, Comcast Corp., New Jersey Region, Eastern Division.

L. Scott Levin has been appointed the new chair of the Department of Orthopedic Surgery of Penn Medicine. He had been a professor of both orthopedic surgery and plastic surgery, as well as the chief of the Division of Plastic, Maxillofacial and Oral Surgery at Duke University School of Medicine.

Masterpiece Advertising, Atlantic City, has promoted William McHugh to vice president of creative services. He had been creative director.

Gregory J. Sanginiti has joined TD Wealth Management in Cherry Hill as an institutional sales executive and a vice president. He had been senior vice president and market manager at Fulton Financial Advisors.

Debra Aisenstein has joined James DeCrescenzo Reporting, Trial Technologies Inc., and Digital Reporting Service L.L.C. as vice president of client development. The three Philadelphia sister companies provide litigation support services. Aisenstein most recently was vice president, sales and marketing for RecordTrak Inc.

University of the Sciences in Philadelphia has named Suzanne K. Murphy dean of Misher College of Arts and Sciences. Murphy had been the college's interim dean since August 2007.

Cooper University Hospital has appointed Jeffrey P. Carpenter vice president for perioperative services. Carpenter, who also is chief of the Department of Surgery at Cooper, had been professor of surgery at the University of Pennsylvania Health System.

Phoenix Integration Inc., a Philadelphia provider of software for engineering used in product design and systems analysis, said Dipankar Ghosh had joined the company as director of product management. He had been the chief engineer of international trucking and engine manufacturer Navistar.
