CLARIFICATION A story in the Dec. 9 issue of SportsWeek said that a majority of the 27,000 people who were forced to cast provisional ballots in Philadelphia should have been able to cast normal ballots because they are properly registered to vote in the city. To clarify, about two-thirds of those people cast provisional ballots because they showed up at incorrect polling stations.
