WEST CHESTER Robert Kagel has been named the director of Chester County's department of emergency services. The department was without a permanent leader since the former director of 17 years died during the summer.
Kagel, until now deputy director of the department, led the implementation of a comprehensive emergency management program in Chester County. The nationally registered emergency medical technician and volunteer firefighter also responded to the West Nickel Mines Amish School shooting in 2006 and the Coatesville arson spree of 2008 and 2009.
County Commissioner Ryan Costello lauded Kagel's experience. "The safety of Chester County residents is one of our top priorities," he said, "and this is an extremely important position in county government."
Kagel served as deputy director for four years. Earlier this year, Kagel was recognized for his performance with a statewide award.
"I'm honored to have this opportunity to be trusted by the commissioners to take on this leadership role," Kagel said.
John Haynes of 911 Operations served as interim director of the county department since former director Ed Atkins died in June of a stroke. - Michaelle Bond
