A man was charged yesterday with slashing the throat of a 10-year-old boy who was hopping on a pogo stick in the Olney section of the city, police said.

Tim Pratt, 25, apparently was high on drugs when he attacked the boy with a knife about 6:20 p.m. Tuesday on the 400 block of Lindley Avenue, authorities said.

The child, who lives in the Northeast and was visiting relatives, was in stable condition yesterday at St. Christopher's Hospital for Children after surgery, officials said. His name was not released.
