Union leader's bid to block pact changes fails

An effort by a Philadelphia municipal union leader to prevent the Nutter administration from imposing a package of wage increases and benefits concessions on 856 city employees failed Friday in Common Pleas Court.

An effort by a Philadelphia municipal union leader to prevent the Nutter administration from imposing a package of wage increases and benefits concessions on 856 city employees failed Friday in Common Pleas Court.

Michael Walsh, president of AFSCME Local 2186, had asked Judge Idee Fox to impose a temporary restraining order to give the public time to comment on the contract changes. On Friday, Fox denied Walsh's request. The judge has not yet issued her opinion.

Local 2186 represents supervisors in such departments as Human Services and Parks and Recreation. The members of Local 2186, as supervisors, are unionized but do not have traditional collective-bargaining rights. - Miriam Hill
