Mark McDonald said the award would cost the city an added $200 million over five years, including $84 million in the current fiscal year.

Bill Gault, president of the firefighters' union, said it was "particularly repugnant that they would deprive us yet again just two weeks before Christmas. It's clear that Nutter's gutless strategy is to continue to kick the can down the road and leave the problem to a real, future leader of the city." - Robert Moran
