President Trump will give his first State of the Union address Tuesday, when he is expected to tout the benefits of his tax plan and focus on pushing a bipartisan $1 trillion infrastructure plan.

"The president is going to talk about how America's back," White House legislative director Marc Short said. "The president is also going to make an appeal to Democrats … to say we need to rebuild our country. And to make an appeal that to do infrastructure, we need to do it in a bipartisan way."

Trump's speech comes as his administration finds itself mired in an investigation into Russian meddling in the 2016 presidential election. Reports indicate special counsel Robert Mueller is seeking to question Trump about his decisions to fire former national security adviser Michael Flynn and FBI director James Comey. Trump has called Mueller's investigation a "witch hunt" and has repeatedly insisted there was "no collusion" between his campaign and Russia.

Of note from a television perspective is the presence of Megyn Kelly, who will provide analysis of Trump's speech during NBC's live coverage. Part of Kelly's deal, which includes Megyn Kelly Today, is to be part of NBC's coverage on significant political nights. Kelly has a combative history with President Trump, who claimed the then-Fox News host had "blood coming out of her wherever" during a 2015 Republican debate when she asked about misogynistic and sexist comments Trump had made in the past.

The State of the Union will air on all major broadcast networks and cable news channels, and will also be streamed live online. Here's what you need to know ahead of Tuesday's speech:

What time does the State of the Union start?

President Trump is expected to begin his State of the Union address live from the Capitol shortly after 9 p.m. The speech is expected to last about an hour, which was the duration of his first speech to Congress last year.

Who is offering a rebuttal?

Following Trump's speech, Rep. Joe Kennedy III of Massachusetts will deliver the Democratic response. Kennedy is the grandson of Robert Kennedy, the former U.S. attorney general and New York senator who was assassinated in 1968. He is also the great-nephew of President John F. Kennedy and his brother, the late Sen. Edward Kennedy.
