WASHINGTON — President Trump on Thursday nominated a Philadelphia-based federal judge, Luis Felipe Restrepo, to a panel that sets federal sentencing guidelines and analyzes trends in federal crimes and punishments.

The Colombia-born Restrepo sits on the U.S. Court of Appeals for the Third Circuit and was originally nominated to the bench by former President Barack Obama. He will continue to serve in that position while serving on the U.S. Sentencing Commission, if he is confirmed by the Senate.

Restrepo, a former public defender, also is the co-leader of an anti-recidivism program to help former prisoners re-establish themselves upon release.

The sentencing commission's rules require that no more than four commissioners be of the same party. Restrepo, a Democrat, would serve until Oct. 31, 2019, as he fills out the term of a previous commission member.
