THE CITY IS trying to charge Friends of the Forgotten a bloated $13,000 for police services. For $13,000, you can hire 46 officers for eight hours OT, or 63 if you pay straight time. I've been on details where they use only 20 officers, so the city is full of baloney.

There should be no charge for the war heroes being honored. As for Councilman Kenney saying it's a tough time, how tough is it if the city supplies the Phillies with a free traffic detail for every game and a 20-man detail to block all the streets around the stadium at a cost of $582,000 a year?
