She is misinformed when she says "temporary restraining orders are generally ineffective." Each year thousands of victims petition the court for protection from abuse. Also, in four years there, roughly 25,000 cases, I can recall only two or three where the abuser was female and the victim male. Yes, gender roles have changed over the years, but in the vast majority of cases, an abuser will be male, bigger, stronger and have greater access to resources than his female victim.
