The Major League Baseball Players Association has rebuffed a request from Sen.

George Mitchell

's staff to submit anonymous medical records to his steroid probe, the Associated Press said yesterday.

The union did not agree because players feared Mitchell's staff would use information such as age, height, weight and blood type to connect the records to specific players, the AP said.

Giants centerfielder Dave Roberts has decided to have surgery on his troublesome left elbow, possibly keeping him out for four weeks.

Frank Torre, the older brother of Yankees manager Joe Torre, was returned to intensive care at New York Presbyterian Hospital-Columbia because of an infection that followed kidney- transplant surgery. Frank Torre played with the Milwaukee Braves and the Phillies from 1956 to 1963.

The last-place Royals shuffled their pitching staff, cutting reliever Todd Wellemeyer and sending starter Brian Bannister to the minors.

Two fans were arrested after both ran onto the field at Yankee Stadium on Wednesday night. Police identified one of the fans as Anthony Garcia, 22, of Queens. The other, a 15-year-old boy from Rye, N.Y., wasn't identified.
