Arbey Vasquez heads back toward the high waves while surfing in Ocean City on the fourth day of persistent rains and strong winds. He has been surfing for about five years and says the waves over the past few days have been among the best he has found. October on average is the month with the most clear days of the year. But so far, we’re 0-for-4, and likely to make it 0-5 on Wednesday.
