At the corner of 21st and Mifflin, locals stood beyond the police tape around 2:30 p.m. Sunday, shaking their heads and trying to piece together what happened. Many wondered whether their cars had been damaged and more than a few theorized that the victim wasn’t local.

“Someone would be out here crying and yelling if he was,” a man, who asked not to be identified, said.

The neighborhood was bustling, with children outside playing and others sitting on stoops and porches. At the 1900 Cafe, a bar on the corner, the bartender said she’d only heard the shots. Down the block, at a mini market, a cook said he also heard shots.
