Police: Romanian couple installed skimmer on Center City ATM
Two Romanian citizens have been arrested and charged in installing a skimming device on a Center City ATM machine.
The ATM's owners discovered the device on May 6 attached to the cash machine on the 1800 block of John F. Kennedy Boulevard. Detectives reviewed surveillance data and found video of a woman placing tape over the ATM's camera and installing the device over the card slot, police said.
Aura Voicu, 24, and Siviu Serban, 30, a couple from Bucharest, were arrested June 13 on the 1300 block of Walnut Street. They both have been charged with theft, receiving stolen property, access device fraud, unlawful use of a computer, and related counts.
Police said both Voicu and Serban were in the U.S. on expired tourist visas.
Anyone who may have the used the ATM machine between May 3 and May 6 is asked to call the Major Crimes Unit at 215-686-3396.
