A Center City dentist was sentenced to one to seven years in prison and his daughter was sentenced to 111/2 to 23 months of house arrest for a scam in which insurance companies were billed nearly $5 million.
Common Pleas Court Judge Earl W. Trent Jr. ordered the prison sentence for Owen Rogal, 73, and house arrest for Kim Rogal, 52. He also ordered that they pay close to $373,000 in restitution.
Owen Rogal, who operated the Pain Center at 12th and Lombard Streets, and his daughter illegally billed 15 insurance companies $4,800 for a procedure that cost $800. The pair pleaded guilty in May to insurance fraud and related charges.
Doctors who worked at the Pain Center often performed radio frequency surgery, a procedure to treat chronic pain in which a needle is inserted into the affected muscle, a grand jury found.
The Rogals characterized the routine low-risk procedure as a delicate form of brain surgery typically performed in a hospital by a neurosurgeon, prosecutors said.
