Philly developers built too many apartments at once. Now some are becoming affordable housing

The Philadelphia Housing Authority, known as PHA, is expanding its affordable housing supply faster than it has in generations. How? Instead of only building new homes, the housing authority has been purchasing existing apartments from the private sector. The acquisition campaign is part of a $6.3 billion strategy that would see PHA overhaul all 13,000 of its existing units and build 3,000 new ones.
