Gov. Rendell has named Philadelphia lawyer and planning commission member S. David Fineman to the state regulatory review board.

Fineman, a member of the Philadelphia Planning Commission and former member of Rendell's transition team, will serve on the five-member Independent Regulatory Review Board. He replaces Karen Miller who stepped down to serve as chief of staff in the Department of Conservation and Natural Resources.

IRRC provides oversight and review of all proposed and existing rules and regulations issued by all state departments, boards, commissions, agencies. Rendell and each of the four legislative caucuses has one appointment to the board.

Fineman served as special counsel to the Philadelphia Parking Authority. He also served as chairman of the Board of Governors of the U.S. Postal Service. He is a partner in the law firm, Fineman, Krekstein & Harris.
