At 8:21 p.m., a pedestrian was crossing West Erie Avenue at North 19th Street when he was struck by a car heading east on Erie.

The driver fled the scene and struck another car in the 4300 block of Clarissa Street before being arrested at 8:40 p.m., police said.

The 49-year-old pedestrian, whose name was being withheld this morning, was pronounced dead at the scene.

The man, who lived nearby, was struck so hard, one of his legs was ripped off, Chief Inspector Scott Small said.

Luciano Rios, 30, of the 200 block of Neshaminy Road in Croydon, was charged with leaving the scene of an accident, involuntary manslaughter, accident involving death, homicide by vehicle, homicide by vehicle while driving under the influence, and driving under the influence, police said.
