25 top Phila. parking scofflaws owe $308,000

Bob Faraco, a Montgomery County knife sharpener, is Philadelphia's biggest parking ticket scofflaw.

He owes the Philadelphia Parking Authority $40,580 for 430 tickets putting him at the top of the list of 25 people who together have $308,193.70 in unpaid violations.

Faraco could not be reached immediately for comment but he has told 6ABC-TV being the top scofflaw was "an honor" and that now that his name is out he will have to "be more sneaky."

The PPA today released a list of the 25 biggest scofflaws today to pressure them into paying. The agency also plans to sue them for nonpayment.

Kesha Blue, who owes $5,958 and is No. 23 on the list, said she used to live on South Street, got lots of tickets and "got careless" about paying them.

Now she doesn't have to worry about tickets because the Parking Authority towed her car and she has doesn't expect to ever get it back.

Blue, an office worker who lives in South Philadelphia, said she did not pay her tickets because she did not have the money.

"I don't have enough to pay the bills," she said.

But she said the authority's release of her name for failure to pay 67 tickets "will motivate me to take care of them."
