Council OKs bill requiring seat belts on school buses

Philadelphia City Council yesterday gave final approval to a bill requiring public school buses to have seat belts.

The measure, mandating three-point restraint systems, passed unanimously and will be sent to Mayor Street, who must sign it before the end of the year if it is to become law.
