PHA outlines construction projects for 2009

The Philadelphia Housing Authority said yesterday that it plans to begin and complete this year the first phase of Mantua Square, a 101-home development where an 18-story high-rise was demolished last year in West Philadelphia.

The agency said it also will complete the beginning phases of a 95-apartment complex with commercial space and a senior center in North Philadelphia called Warnock Street.

Both projects, a PHA spokesman said, will be funded through a combination of public-housing dollars and private investment through the Low Income Housing Tax Credit program.

The $27 million Mantua Square development will rise at 35th Street and Fairmount Avenue. Warnock Street, a $38 million project, is on the 1000 block of West Cambria Street, off Germantown Avenue.

PHA also said it is working on plans for a major transformation in Southwest Philadelphia's Paschall neighborhood, bounded by Woodland Avenue, Cobbs Creek Parkway and 72d Street.

The agency will demolish public housing on the site and build 192 rowhouses. The estimated cost is $73 million and completion is slated for December 2011.

The agency said it completed three projects in 2008, the 80-unit Marshall Shepard Village in West Philadelphia, Ludlow Homes in North Philadelphia with 192 residences, and most recently Nellie Reynolds Gardens, a 64-unit senior building with an adult daily living center.

PHA is the nation's fourth-largest housing authority, serving more than 80,000 people.
