The ceremony included presentation of colors, a rifle salute, a bagpipe playing TAPS, placing of wreaths and a keynote address by former Daily News reporter Frank Dougherty. The memorial on Penn’s Landing was dedicated in October 1987. Since then, other names have been added and there are now 648 engraved in the polished granite.
